The Client

CEMR (Council of European Municipalities and Regions / CCRE) is Europe’s first and broadest association of local and regional governments. It brings together 60 national associations across 41 European countries, representing 110,000+ governments at local, intermediate and regional level. It also acts as the European section of United Cities and Local Governments (UCLG), championing local and regional voices internationally. 

CEMR’s mission is to support peaceful, inclusive, just and resilient territories, working with its member associations to empower local leaders—who are best placed to shape solutions to complex challenges such as decarbonisation, inequality and crisis response. 

Our Approach

We designed the report as a visual storytelling product—treating layout, illustration, and information design as core tools for comprehension (not decoration). The structure was built for fast navigation and layered reading, combining an analytical section with a practical reference section that provides a snapshot of 14 EU legislative files and their implications for municipalities and regions. 

To make complex policy and survey we developed handcrafted illustrations and illustration-led data visualisations, using contextual graphics that connect numbers to real-life local realities. We translated key themes into section-opening visuals, narrative vignettes, and infographics that prioritise clarity, pacing, and memorability.

We also designed repeatable layouts for the report’s “info sheets” and evidence blocks—so readers can move from context → implications → challenges → examples without friction—while maintaining a consistent visual rhythm throughout. The report methodology is clearly documented (survey + working group input + desk research), ensuring the storytelling remains grounded in evidence.
